Subject: Calls for the resolution of the Libyan conflict to be included in your post-covid-19 emergency plans and programs.
Excellencies,
Allow us to address this appeal to you in connection with the tragic situation faced by Libyan citizens who are suffering a civil war, fomented by foreign states that are waging a proxy war in which the only loser is the Libyan people. This war has catastrophic consequences on the Mediterranean countries of the European Union through the resurgence of clandestine emigration, “commoditization of human beings » …
Indeed, as the international community, and more particularly the various countries of the European Union, are overwhelmed by the fight against the spread of the Covid-19 coronavirus and its health and economic consequences, some countries, which are neither African nor European, have cynically taken advantage of this human tragedy to try to advance their positions. We particularly refer to Turkey and the United Arab Emirates, which continue to finance and arm both camps, defying and violating all UN resolutions and agreements signed in France at the Elysée international conference on May 2018, then in Italy (Palermo) on 12 November 2018, and most recently in Germany (Berlin) on 19 January.
Thus Turkey has not only stopped sending heavy weapons, but also transferring thousands of Syrian jihadist mercenaries to Tripoli, now threatening to enter directly into this African conflict. Already, some of these terrorist mercenaries sent to Libyan soil, whose wages have been cut in half, according to some journalistic sources, are trying to infiltrate illegal emigration networks in order to reach Europe! Let us not forget that behind Turkey there is another hiding state that finances international Islamist terrorism, namely Qatar, which is pulling the strings of the government of Fayez Serraj through a former member of Al Qaeda (www.algeriepatriotique.com/2018/11/08/renversement-de-kadhafi-belhadj-confirme-limplication-du-qatar/). A government that has had the merit of UN recognition following the Skhirat accords but which has been trapped by armed tribal militias. On the other side stands the camp of the self-proclaimed dictator General Khalifa Haftar who is under the direct influence of the princes of the Emirates who finance all his logistics including the transfer of Russian mercenaries whose existence was recently revealed by the Secretary General of the UN (https://www.bloomberg.com/news/articles/2020-05-14/western-mercenaries-went-to-libya-to-help-moscow-s-man-un-finds )!
A fratricidal civil war by proxy of two camps that have unfortunately and deeply betrayed the democratic aspirations of the Libyan people (Amazighs (Berbers), Toubous and Arabic-speakers…).
In the face of this tragedy, the European Union should shoulder its responsibilities and be more concerned with the Libyan drama, for its own benefit.
The agenda of the various meetings of the Council of the European Union for External Affairs scheduled to be held in Brussels and Strasbourg this month of May and from 7 to 11 and 15th of June, show the virtual absence of the Libyan question, although it should be of total urgency, before this situation results in a total destabilization of all the countries of North Africa, from Egypt to Mauritania!
It seems that there is an urgent necessary need to send an international force, under the aegis of the UN, to verify the reality of the application of the Berlin agreements, to put pressure on the foreign states involved to withdraw their military aid and their respective mercenaries. This would prepare the ground for a political resolution through the organization of legislative and presidential elections, after the adoption of a constitutional charter. This constitution would include the recognition of Libyan languages and identities, including the Amazigh language as a national and official language. A federal-type political regime with representation at the highest levels of power of the three important regions of Libya (e.g. if the elected president is from the Tripolitan region, the head of government and the president of the parliament should be from the other regions, Cyrenaica and the South-West (Nefussa-Fezzan).

In the process of resolving this conflict, unlike all previous summits, it would be appropriate, logical and judicious to actively involve, firstly, the Amazigh people and, secondly, to involve all the border countries, particularly those in North Africa, namely Algeria, Tunisia, Egypt, Morocco and Mauritania.

In order to avoid a « new Syria » in the Mediterranean, we deeply believe that the countries of the European Union and the countries of North Africa (which are called upon to rebuild a new regional union as an alternative to the moribund Arab Magreb Union) should be more involved than ever in the pacification of Libya and its reconstruction.
This post-Covid-19 step is, in the end, an ideal step to accompany a new policy of international cooperation between the countries of the two shores of the Mediterranean. Otherwise, the Libyan chaos would precipitate us into more ruptures and lead us towards more fractures!
